PA State Law Change Affects All Youth Sports Programs!

 

As of December 31 2014, Pennsylvania Act 153 of 2014 requires that employees and volunteers who have direct contact with children obtain three clearances, which are then valid for 3 years. These clearances will need to be renewed every 3 years.

All volunteers and paid employees working directly with children must have the proper clearances (background checks), which must be completed using the provider designated by PA per the requirements of the law.  Individuals fall into two categories- paid and volunteer.  Each category has its own set of required clearances. 

 

Who Must Obtain Clearances for Pittsburgh Youth Lacrosse?

  • Paid Coaches
  • Volunteer Parent Coaches
  • Board Members and Directors
  • Any parent on the field during practice
  • Any parent on the team sideline during games

 

Paid Coaches must provide the following:

  • Pennsylvania State Police Criminal Record Check
  • PA Child Abuse History Clearance from the Department of Human Services.
  • FBI Clearance with fingerprints!

 

Volunteers must provide the following:

  • Pennsylvania State Police Criminal Record Check
  • PA Child Abuse History Clearance from the Department of Human Services.
  • FBI Clearance or Notarized Affidavit - if volunteer has been a PA resident for the last 10 consecutive years they can complete a notarized Volunteer Affidavit OR if a PA resident for less than 10 consecutive years a FBI Criminal Background Check which includes being fingerprinted.

 

HOW TO Obtain Your Background Checks

 

  1. PA State Police Report (PSP criminal history):
  • There is no fee for volunteers.
  • The cost is $8.00 for paid coaches.
  • Clearance can be obtained online by visiting the State Police web site. Click HERE

 

  1. Child Abuse History Report:
  • There is no fee for volunteers.
  • The cost is $8.00 for paid coaches.
  • PA Child Abuse History Clearances may be made online. - Click HERE

 

  1. FBI Criminal Background Check:
  • The cost is $25.75 for volunteers who have not lived in Pennsylvania for the last 10 years and paid coaches.

Common Questions/Additional Information

  1. Can I use a child abuse history certification or PSP criminal history I obtained for my volunteer activities for other volunteer activities?

Yes, any person who obtained their certifications within the previous 60 months may serve in a volunteer capacity for any program, activity or service.

 

  1. Can I use a child abuse history certification or PSP criminal history certification I obtained for my volunteer activities for employment purposes?

No. Child abuse history certifications and PSP criminal history certifications obtained for volunteer purposes can only be used for other volunteer activities. Child abuse history certifications obtained for volunteer purposes will indicate that the certification is to be used for volunteer purposes only.

How to turn in Clearances and Confidentiality

Original forms must be shown and copies must be given to the designated PYLAX Board Member, MATT RHOADES, to be maintained in a confidential file.  The original forms will be returned to the volunteers and paid coaches.  All information will be kept confidential and will NOT be shared with other individuals.

If volunteer/employee is arrested for or convicted of an offense once the clearances have been obtained, he/she must notify PYLAX within 72 hours of the offense.
